A: No.Cards can only be set next to the Top-Secret Project card with the Scout action or the Loose End event.

Q: When discarding clue cards by the Scout action or the Loose End event, am I required to place them next to the Top-Secret Project card?

A: No, you may choose to discard them as normal. It is your choice when you want to set cards next to the Top-Secret Project. Remember: You will need to set aside (discard) 9 cards (3 Objects, 1 Crime, 2 Locations, 1 Suspect, 1 Motive and 1 Distraction) before unlocking card 140.
